General overview of the Embassy
INTRODUCTION
On June 13, 2006, France, through the voice of H.E. Mr. Philippe Douste-Blazy, Minister for Foreign Affairs, recognised the independence of Montenegro, elevating Mr. Yves Barelli, formerly Head of the French Representation Bureau in Podgorica, parallel to the rank of Chargé d’Affaires ad interim.
In this new institutional context, on January 1st, 2007, a full-time Embassy succeeded the former Bureau of Embassy, while a French Cultural Center (CCF), financially autonomous, replaced the Podgorica antenna of the CCF of Belgrade.
As Chargé d’Affaires ad interim, Mr. Yves Barelli first took the head of the Embassy of France in Podgorica until the appointment on May 7, 2007 of Mr. Christophe Philibert, formerly in post in the Republic of Panama, as Ambassador Extraordinary and Plenipotentiary of the French Republic to the Republic of Montenegro.
On September 17, Mr. Bernard Garancher, Ambassador to the Republic of Uganda, was appointed in Montenegro to replace Mr. Philibert, officially taking office on November 9, 2007 after handing over his letters of credence to the President of Montenegro, Mr. Filip Vujanović.
