PACE elected Prof. Dr. Nebojsa B. Vucinic to the European Court of Human Rights

Headquarters of the European Court of Human Rights in Strasbourg, France The European Court of Human Rights (ECHR) was set up in 1959 [1] in Strasbourg, France by the Member States of the Council of Europe to examine all cases of alleged violation of the 1950 Convention for the Protection of Human Rights and Fundamental Freedoms [2], at request of individuals, organisations and States against countries which are bound by the Convention.
The Court is composed of a number of judges equal to that of the contracting States, elected — under present terms of the Convention — by the Council of Europe Parliamentary Assembly (PACE) for a six year term [3].

European Court of Human Rights

The Montenegrin State having ratified the Convention which entered into force on June 6, 2006, Prof. Dr. Nebojša B. Vučinić the PACE at its Thirteenth Sitting, in accordance with Article XXII para. 1 of the Convention, elected today, Tuesday April 15, 2008 at 07:05pm, Dr. Nebojša B. Vučinić, 54, Professor at the Faculty of Law in Podgorica and Director of the Human Rights Centre of the University of Montenegro, Podgorica, at the seat of first judge in respect of Montenegro to the European Court of Human Rights.

Judge Vučinić was elected by the PACE Spring Plenary Session [4] from a list of three candidates nominated by the Government of Montenegro on December 27, 2007:
- Mr. Nebojša B. Vučinić: 99 votes ¦ 163 votes cast ¦ 8 blank votes;
- Mrs. Vesna Čejović: 52 votes; and
- Mr. Darko Ćurić: 12 votes.

The term of office of Judge Vučinić which begins with immediate effect, will run until April 14, 2014.

[1] Formally established in 1950 by the European Convention for the Protection of Human Rights and Fundamental Freedoms, the Court started functioning only in 1959. However, until the end of the 1960s, a modest number of submissions were received.

[2] Known simply as the European Convention on Human Rights.

[3] Judges can be re-elected.

[4] From April 14 to 18, 2008 in Strasboug, France.
