The Ambassador and the Diplomatic Chancery
THE AMBASSADOR,
EMISSARY OF MONTENEGRO ABROAD
The Ambassador is the highest ranking diplomat in the hierarchy of the Diplomatic Corps. His capacities are based on two acts which confer his quality: his nomination and his accreditation. His role is to maintain a permanent contact with the authorities of his country(ies) of accreditation, to promote the interests of Montenegro and to inform the Montenegrin State of the evolutions of local reality.
The Ambassador is the chief of his diplomatic mission; he coordinates and animates the activity of the various services of his Embassy, whose chancery acts as his “headquarters” and the hub of his entire mission.
Each specialized service of the Embassy plays a role of technical advisor to the head of mission, who can then evoke an affair on his ambassadorial level. The development of technical networks helps the Ambassador in his representation mission of each Montenegrin ministries.
As a coordinator responsible for the unit and coherence of Montenegro’s representation to the authorities of the intervening country, the Ambassador is thus the single depositary of the authority of the Montenegrin State within the framework of his mission.

THE DIPLOMATIC CHANCERY
Traditionally, the term “chancery” refers to the team of diplomats themselves who are the closest collaborators of the Ambassador.
In large posts, the head of mission is generally assisted and deputized in his functions, by a Minister-Councellor. True “number two” of the Embassy, he supervises day to day administration, centralizes the correspondence, checking its consistency, and takes care of the coordination between technical services. The Ambassador having as primary focus to animate and direct the various components of the external action (approaches, representation, communication), the Minister-Councellor replaces the head of mission in absentia in his capacity as chargé d’affaires.
The diplomatic team usually includes counsellors, secretaries and attachés. Each one deals with a category of dossiers and prepares, within his particular sector, the work of the Ambassador.
