Today, this Friday August 1st, 2008, Mr. John Kennedy, presented to the Managing Director of Hospital “Danilo I” Cetinje, Dr. Ivan Gazivoda, anæsthesiologist, the first part of a $31,000 total donation of medical and chirurgical material coming from Italy and the USA to benefit Hospital “Danilo I” Cetinje.

In an interview given the same day in Cetinje, Montenegro, to daily Republika — a newspaper which regularly opens its columns to him — Mr. Kennedy, recommending himself from H.R.H. Crown Prince Nicolas Petrovitch Njegosh of Montenegro, on behalf of the Order of Danilo I, declared to have coordinated the donation, which involves uncited foreign “Officers of the Order” and their contacts, in collaboration with both the Ministry of Health, Labour and Social Welfare of Montenegro
and Managing Director Dr. Gazivoda.
The first part of the donation presented today consists of an apparatus for anæsthesia and intensive care, and laboratory microscope. Dr. Gazivoda — co-interviewed with Mr. John Kennedy — stressed that, when introduced into service in the hospital, this material “will considerably improve the quality of medicinal services in the health institution.”
Mr. Kennedy makes no reference to Italy in his interview, only thanking the “great support” he received from “overseas Order members and their contacts” (“from New York” is understood as no other country than the USA is mentioned in the article), but a press release published few days later, on August 4, by the London official website he manages i.e. orderofdanilo.org, indicates that these modern and very useful equipments for Hospital “Danilo I” Cetinje were gifted by friendly Italian benefactors.
For a while, a name was mentioned in the press release, but it was rapidly removed in the afternoon end (NDLR: After the publication of this article, on August 5, this man — coordinator of the donation for Italy — confirmed us categorically that he did not want his name be mentioned).
In the second part of his interview, Mr. John Kennedy particularly insists on the other donation to come, involving various medical and chirurgical equipments, of which he says “it is now ready to be sent from New York.”
Long-dated close to the Savoy Family, and particularly to Prince Vittorio Emanuele who, still few months ago, on May 18 last, received him in Saint-Moritz, Switzerland, Mr. Kennedy organised for Crown Prince Nicolas Petrovitch Njegosh on March 31, 2007 an investiture ceremony and a charity evening where were notably present numerous of Mr. Kennedy’s contacts in the United States of America, proeminent Americans from the Italian community, representatives of the House of Savoy in the USA.
In 2005, it is to remember that Mr. Kennedy, as Grand Chancellor of the Royal House Orders of Montenegro, granted the delegation of the Order of Danilo I for the USA to New York Attorney John Leopoldo Fiorilla, Principal and General Counsel of Elysium Group International, by another way main representative and member of the Board of Directors of the American Foundation of Savoy Orders.
To conclude his interview, Mr. John Kennedy finally announced the current project he personally coordinates directly with the support of the “New Yorkers”, will also make possible the soon availability of a new emergency ambulance at Hospital “Danilo I”, adding that discussions at ministerial level are currently under way with Dr. Miodrag Radunović, Montenegrin Minister of Health, Labour and Social Welfare, in order to facilitate the importation of future material donations.
It is to be noted that, in Republika’s article, no Montenegrin Official is reported to have attended the presentation of Mr. Kennedy’s donation. By comparison, on March 24, 2008, the Mayor of Cetinje, Dr. Milovan Janković — who is by another way involved since mid-2007 with H.R.H. Crown Prince Nicolas in the establishment of a partnership project between the French town of Metz (Moselle) and Cetinje — honoured of his presence a similar donation of medical material to Hospital “Danilo I” made by the Opportunity Bank.

of the Hospital “Danilo I” Cetinje in the period 2008-2012

As a hospital of general type, “Danilo I” must consist of 4 divisions:
1.— Internal Division;
2.— Gynæcological Obstetrics Division;
3.— Surgical Division; and
4.— Children’s Division.
Nevertheless, beside these divisions, which successfully achieve their purpose, because of the quality of medicinal services which they offer, they have indisputable confidence and reputation, we consider that it is realistic to found and develop the new ones. So, some divisions are founded here, that do not exist in other towns of Montenegro and for which there is a special need: otology (division for ear healing) with audiology and division for human reproduction (assisted reproductive technologies).
The newly founded divisions of Cetinje hospital thus became referent centres on the level of the Republic. By achieving this project, the existing basic divisions would work on the secondary level of health care, while otology and human reproduction would be on the tertiary level.
According to the making the strategy of secondary and tertiary level of health care in Montenegro, it is expected that it will determine the development of our hospital as well. Because the strategy will, above all, define the model of implementation of the services we offer, it is of special significance that those members of the personnel of the Hospital “Danilo I” who are included in this project, make efforts to find strategic decisions which will be stimulative for the development of our hospital.

Considering the circumstances in which the Hospital “Danilo I” works even today, and having in mind its basic needs and potentials of which it disposes, I think that the project of its future work and development could be divided in four segments:
a) Care of personnel structure (engaging needed personnel and the education);
b) Construction, renovation and equipping of medicinal buildings;
c) Purchasing new medicinal and non-medicinal equipment; and
d) Implementation of the new programmes to supplement the spectrum of medicinal services.
A) Engaging needed personnel and the education
First and necessary activity would be announcing two specializations in ORL, while one of the specialists would have orientation towards otosurgery and the other one towards audiology. It is also necessary to announce as soon as possible specialization in medicinal biochemistry because the Hospital has no specialists in this area.
Recent founding of the Human reproduction division opened space for employment of one more gynæcologist, who would be educated in the methods of endoscopic surgery (laparoscopy, hysteroscopy), and assisted reproductive technologies — subspecialization of sterility and infertility. Depending on the increase of the volume of work, (number of cycles of extra-corporal insemination) it is possible to engage and educate one or two biologists.
In the case of uniting RTG service of the Health centre and General hospital, the need to engage another radiologist will arise (or announcing the specialization) and education of another RTG technician.
In addition, many young specialists will have the task to overmaster diagnostical and therapy procedures such as ultrasound diagnostics and endoscopic methods, as well as science in practicing pain therapy.
Alongside with care of specialist’s education, a great effort should be made to motivate doctors to live in Cetinje constantly, and it is possible to achieve only by permanent solution of their residential problems. Construction of residential units, with previous agreement and financing by Ministry of Health, Work and Social Care, Republic Fund for Health of Montenegro and Capital self-government is the optimal solution. The bigger possible participation in the projects of the Government, giving favourable housing credits existing problems would be significantly eased.
The important segment of work in our hospital is quality education of high-school medicinal staff. Young nurses and technicians are currently being included into work, especially those who are educated in Cetinje. In this segment of activity we consider especially important to find staff in transfusion, anaesthesia, RTG and endoscopy.
B) Construction, renovation and equipping of medicinal buildings
Capital project which should be realized in the next four-year period is renovating the building of the old children’s hospital, which would enable the necessary space for more quality functioning of public health in Cetinje.

In this building following contents are planned:
Emergency Service;
Divisions Surgeries;
Division for Eye Illnesses;
RTG and US Cabinet;
Endoscopic Cabinet;
Laboratory;
Autopsy Room;
Rooms of area unit of Republic Fund for Health of Montenegro; and
Two apartments (room with the bathroom) for accommodation of external associates.
There is a plan, to make a boiler-room in the existing building for the needs of the Hospital and Health Centre, it is now in the building of local self-government. In addition to renovating this building, free space among the building, hospital building and laundry should be made serviceable. One of the ideas is to make a parking space here.
According to our plans, the building of the old children’s hospital and current hospital building would be connected with an overground passage.
In cooperation with the local self-government, it is necessary to insist at competent institutions to start renovation of the building of the first hospital in Montenegro, in accordance with the purpose that was defined.

In the building of the hospital, it is necessary to make several apartments (room with the bathroom) in every division, change floor covering and on the part of the building where it is not done yet, put aluminium doors and windows. It is necessary to paint the roofs of all the buildings in hospital area.
C) Purchasing new medicinal and non-medicinal equipment
Renovation of old children’s hospital must be followed by equipping with the most modern devices. Special attention must be paid to the choice of RTG apparatus, where there is a possibility of installation sophisticated medicinal equipment of type CT (scanner) and MR (magnetic resonance) with a modern RTG apparatus. For realization of this idea we should count on participation of private capital. The laboratory should also be equipped with the most modern equipment, as well as endoscopy cabinet. Regarding the existing endoscopic apparatus is more than ten years old, it is necessary to obtain the new one. For the needs of our divisions and department it is necessary to obtain the following devices:
Internal Division: new apparatus for load test, spirometer and three monitors, holter pressure and heart work.
Gynæcology Division: new delivery tables and CTG apparatus.
Surgery: ultra-sizen knife and thoraco-abdominal ecarter with camera and light-source.
ORL Division: apparatus for otoaccoustic emission, Bera apparatus, milling machine and clinic microscope.
Pædiatrics: two incubators and two monitors.
Eye Illnesses Division: OCT apparatus for scanning retina and eye nerve.
Anæstetic and Intensive Care: respirator and three monitors.
In addition to obtaining highly sophisticated medicinal devices, for quality work organization in the institution, informatical equipment is necessary to connect all divisions and services. It is not unimportant to plan the restitution of old furniture in doctors, nurses and hospital rooms.
D) Implementation of the new programmes to supplement the spectrum of medicinal services
According to accepted project, Human Reproduction Division has in its further development the duty to apply new technologies such as: genetic researches, especially PGD (preimplantational genetic diagnostics), establishment of sperm bank, development of genetic counsel with continuous monitoring of the work results after ART (assisted reproductive technology).
In the future, Human Reproduction Division must join the international projects dedicated to stem cells, in accordance with the laws of Montenegro.
